Do you mean they do not release from the buckle or that the retractor will not release.

They will not retract.

You may have to take it apart.
I would jerk it a few dozon times to see if it will free up.
Other then that, you will have to take it apart and look at it.

Simple answer is 'yes'. And you're not going to like how. The seats have foam cushions that are glued with contact cement to the seat shaped impression in the floor - you have to peal them off. This is necessary to remove the seat belt covering panels that are screwed in. With some contortion it might be possible to get those panels off without removing the cushions...

Given those options I would definitely first treat the retracter with penetrant for a few days. Use one of the ones with a fine hose extension to get at the mechanism without too much overspray.

The largest wrench in my '88 is a 19mm.

You may be able to cover the shrinkage around the vents, but you should definitely also take protective measures. Keep the dash out of the sun by using a shade and if it is leather, treat the leather on a regular basis.
