I have a 1982 928S California Special and I am wondering how was the California Special any different for the non-California one?? Also how can you tell the difference between the Euro spec model and the US model? Anybody out there up to speed on these variants?

That is a beautiful car. I don't know anything specific about the California Special package other than to say occasionally Porsche created special models that had a specific color and interior and perhaps a specific set of options.
You asked how to tell the difference US and Euro-spec model. I can help with this question.
Up until 1987 there were differences between US/Japan and European/ROW models due to emissions requirements and the use of unleaded fuel. For the US/Japan markets beginning with 1980 through 1984 model years the fuel injection used was the L-Jetronic system with an O2 sensor and lambda air/fuel regulation with catalytic converters.
The European/ROW cars used a Bosch K-Jetronic mechanical continues injection system through model year 1984. For model years 1980 - 1982, Porsche offered the base M28/09 and M28/10 engines with 229 HP and an S model with the 300 HP M28/11 and M28/12 engines. In 1983 all European/ROW cars were fitted with the 300 HP engine. Beginning with model year 1984 the engines were upgraded to a digital Bosch LH fuel injection and produced 310 HP. In model year 1985, the US cars were upgraded to a 32-valve 288 HP engine which used an upgraded Bosch LH fuel injection system.
There also were various differences such as final drive ratios between US and European/ROW models.
Up to model year 1987 (the 928S4), all the US spec 928s were fitted with 7 inch US DOT spec sealed beam headlamps. All the European models were fitted with 8 in. H4 headlamps.
If the car in the photos is yours, it appears someone upgraded it with 8 in H4 headlamps.
The table below provides a lot of information about the various year models.
